You should see something like below for AutoCAD with no OE's loaded, but if there are more, particurally any that say anything about Plumbingbase or MEPbase, then that's the MEP OE being loaded.

Regarding being able to see what's loaded during startup, immediately after Lauching AutoCAD, press F2 to open the text window then use the Scroll bar on the right side to scroll up as far as necessary. Is it clearly identified as an Object enabler for a particular version of AutoCAD (such as the Civil3D Obect Enabler for AutoCAD2011 shown below)

Do you see the OE as being installed in the Windows Control Panel > Programs and Features?
